Investigations into Aminulrasyid’s death followed rules, says ministry

©The Star (Used by permission)PUTRAJAYA: Investigations into the fatal shooting of 14-year-old Aminulrasyid Amzah have been transparent and fair to all, according to the special panel set up by the Home Ministry to monitor the case.Deputy Home Minister Datuk Wira Abu Seman Yusof said the panel reached the conclusion during its final meeting on the April 26 case in which the teenager was shot dead by police following a car chase.Abu Seman, who heads the special panel, said yesterday the investigations had adhered to all the terms of reference set by the ministry.

Ia membabitkan kedudukan Raja-Raja Melayu, hak istimewa orang Melayu termasuk pribumi Sabah dan Sarawak, hak kewarganegaraan, kedudukan agama Islam dan bahasa kebangsaan.Mohd Foad Sakdan dalam bukunya Pengetahuan Asas Politik Malaysia (DBP, 1997) menyebut kelima-lima perkara asas itu sebagai politik perlembagaan yang dimasukkan ke dalam Perlembagaan Persekutuan oleh Suruhanjaya Reid. Ia dimasukkan dalam Perlembagaan selepas berlakunya proses perundingan, permuafakatan atau kata sepakat secara kolektif di kalangan pemimpin pelbagai kaum di negara ini ketika itu. Hakikatnya, kelima-lima perkara itu adalah satu bentuk kontrak sosial yang menjadi asas penting bagi mewujudkan perpaduan kaum di negara ini. Menurut Dr Hassan Ahmad, dari segi kemanusiaannya, kontrak sosial yang dilaksanakan di negara ini tidak sedikit pun mendiskriminasikan kaum lain. Malah, ia memberikan asas penyelesaian masalah perkauman yang wujud hasil daripada penjajahan British.
